We've had so many weeks now of down that it's kind of hard to believe we could have an up day or an up week for the market, but the technician in me is saying this is nothing more than a technical rally.

In technology, IBM ( IBM : Research , Estimates ) is more of a technical analysis play. The stock has broken out, or getting very close to breaking out, of a trading range. And I think the market's still going to give a premium to quality companies in technology. IBM being listed doesn't get that Nasdaq appeal, however. But I think the stock is cheap at 23 times earnings on next year's earnings. And their big server market and the other types of technology they have are doing very well in the service sector.

The 10-year bond looks like it's headed higher, so I think the feeling is starting to pervade Wall Street that economy's fine and interest rates are heading higher. But the market has (also) been choppy and struggling with some key technical levels.

The retail sales numbers we saw should have presumed a rally but we had some selling in Hewlett-Packard and NBC Internet. During the day, people started to realize that retail sales were good news.

There's worry about higher interest rates. The bond market has been very weak, and we can assume the higher interest rates are signs of a rebounding economy. This gives people a feeling of comfort, but we also worry about how rates are going to go and whether it will crimp economic activity further down the road.
