There was no direct way to prevent the Boston murders. There are some easy ways to prevent likely future ones: by not inciting them. That's also true of another case of a suspect murdered, his body disposed of without autopsy, when he could easily have been apprehended and brought to trial: Osama bin Laden.
The Bush Administration do have moral values. Their moral values are very explicit: shine the boots of the rich and the powerful, kick everybody else in the face, and let your grandchildren pay for it. That simple principle predicts almost everything that's happening.
The basic idea which runs right through modern history and modern liberalism is that the public has got to be marginalized. The general public are viewed as no more than ignorant and meddlesome outsiders, a bewildered herd.
What's the point of being better than someone else?
The dominant propaganda systems have appropriated the term "globalization" to refer to the specific version of international economic integration that they favor, which privileges the rights of investors and lenders, those of people being incidental. In accord with this usage, those who favor a different form of international integration, which privileges the rights of human beings, become "anti-globalist." This is simply vulgar propaganda, like the term "anti-Soviet" used by the most disgusting commissars to refer to dissidents. It is not only vulgar, but idiotic.

The public sees no reason to get involved in foreign adventures, killing, and torture. So you have to whip them up. And to whip them up you have to frighten them.
The racism in Europe takes the form of anti-immigrant extremism - which is bad enough here - I think it's hard to measure, but my guess is that it's probably worse there.
