Teams from time to time under every CBA we've ever had have had nights where they couldn't suit 20 healthy players, ... There's still enough flexibility as you make appropriate assignments and recalls. There is the benefit of the long-term injury exception and teams get the benefit of that and cushion of that. But injuries are more significant under this type of system. So far, we have not experienced an issue with teams not having the ability to make call-ups.

Obviously injuries are an issue and a concern of our clubs. Location of the Olympics plays into that, the significant time difference we had in Nagano (for the '98 Games) was a challenge and it led into a longer break than we would have otherwise liked. There are a number of issues that you deal with as you make these decisions each time around, and probably the most significant is our experience here and whether players are getting hurt.

I remain optimistic for two reasons. One is it's not as if we haven't done anything to date. We have done a lot of the work that needs to be done in these types of negotiations. The only thing we need to get our arms around and come to an agreement on, and I'm not going to suggest it's insignificant, is what's the proper way to resolve these issues.

But when it comes to legalized gambling, the question is where do you draw the line? You are talking about limiting the rights of a hockey player to participate in a legal activity.
