It's foolish to say the finances don't look bleak. Of course, they do. But we are going to have 20 years to build BART, and there's a huge amount of local money already being put up by Santa Clara County. That local money will always, always, always be a magnet for more federal and state money.

We have an expectations problem. If you offer it for traffic, a reasonable person would expect you would offer it for transit.
backed bay issue year
We all know here that transportation is a big issue in the Bay Area. To see that backed up year after year after year only reinforces the importance.

We're happy as can be, and we're glad we're moving.
doubt figure good natural people regular weekends worst
The weekends are the worst -- there's no doubt about that. I think we know that regular commuters figure out the system. They do it every day and they get good at it. It's natural that people who don't use something as often aren't as good at it.
area bay buses flexible last next performed plays stronger system
Having a flexible system like we do have in the Bay Area -- highways, BART, ferries, buses -- doesn't just play out well every day, it plays out well in an emergency. Ferries performed well in the last earthquake, and a stronger ferry system would perform even better in the next earthquake.
