We already had all of our first-responder teams pre-deployed -- 32 teams in all -- who went in and staged in and around the hurricane zone and were ready to go by Sunday. This is deployment that requires that the governor make a request to the federal government.

We've got a huge population of people that have been evacuated with very little by way of possessions and we have to have a way to make sure these people can function. If there are those who are out there to cheat the system, that is going to be very disappointing. But the main goal is to get the aid out.

We were very well-prepared, but it's not going to be a breeze. This is a very large, large disaster, and it's going to require a lot of teamwork and patience.

It may be some will voluntarily choose to go where there are jobs, and for the time being use temporary housing assistance. Maybe they'll want to rebuild on their lots, and they'll want to put a trailer there. We're not going to make them do it, but we're going to enable them to do it.

It should instill confidence that we are able to respond to something this catastrophic involving this many million people. This is a huge disaster and we have been able to get in there and we're getting people into safer areas. It's not easy and it won't be easy.
