Harper understands, but I think the West does need to understand the East better. And I think that the East needs to understand the West better. I think urban needs to understand rural better and rural needs to understand urban better.

I would say it's 100 per cent the wrong view. I can't imagine that anybody would think that this would be the view of the government.
