It is clear that the worst of the worst are in custody. The streets are safer than ever. Crime is generally down. But the jails, thanks to that influx of arrests, are as tough as they've ever been.

I'm hopeful that this maelstrom has burned itself out. But would this happen in two years? There's no reason to be confident that it wouldn't.
