During my early years, ... we tried to do everything in the least expensive way possible our public improvements, grading. There was even an aversion to charging developers any amount of money (for public facilities). If we can't do it ourselves, we said, we shouldn't charge the developers.

The challenge is always going to be software. The primary issue is availability of applications to get to broader and broader segments. Also, most companies do not have the technical capabilities to run high performance computing facilities of their own. It takes a lot of power and data center space.
