There are at the present time two great nations in the world--the Russians and the Americans. The American relies upon his personal interest to accomplish his ends and gives free scope to the unguided exertions and common sense of the people. The Russian centers all his authority of society in a single arm. The principal instrument of the former is freedom; of the latter, servitude. Their starting point is different and their courses are not the same; yet each of them seems marked by the will of Heaven to sway the destinies of half the globe.
To commit violent and unjust acts, it is not enough for a government to have the will or even the power; the habits, ideas and passions of the time must lend themselves to their committal.
The more government takes the place of associations, the more will individuals lose the idea of forming associations and need the government to come to their help. That is a vicious circle of cause and effect.
If ever America undergoes great revolutions, they will be brought about by the presence of the black race on the soil of the United States - that is to say, they will owe their origin not to the equality but to the inequality of conditions.
In democratic countries, however opulent a man is supposed to be, he is almost always discontented with his fortune, because he finds that he is less rich than his father was, and he fears that his sons will be less rich than himself.
It is certain that despotism ruins individuals by preventing them from producing wealth much more than by depriving them of what they have already produced; it dries up the source of riches, while it usually respects acquired property. Freedom, on the contrary, produces far more goods than it destroys; and the nations which are favored by free institutions invariably find that their resources increase even more rapidly than their taxes.
There is no philosopher in the world so great but he believes a million things on the faith of other people and accepts a great many more truths than he demonstrates.
The foremost or indeed sole condition required in order to succeed in centralizing the supreme power in a democratic community is to love equality or to get men to believe you love it. Thus, the science of despotism, which was once so complex, has been simplified and reduced, as it were, to a single principle.
Physical strength therefore is one of the first conditions of happiness and even of the existence of nations.
Furthermore, when citizens are all almost equal, it becomes difficult for them to defend their independence against the aggressions of power.
The last thing abandoned by a party is its phraseology, because among political parties, as elsewhere, the vulgar make the language, and the vulgar abandon more easily the ideas that have been instilled into it than the words that it has learnt.
The regime which is destroyed by a revolution is almost always an improvement on its immediate predecessor, and experience teaches that the most critical moment for bad governments is the one which witnesses their first steps toward reform.
