I would not at all characterize the governor as being scared of him by any measure. Both are strong personalities. Both have strong opinions about what is right and wrong. They both have the good of the people in mind, but they're cut from two different cloths. I think they respect each other. They are both very powerful men.

Obviously the commonwealth is not a bank, and it is not in a position to provide loans to county or city governments. However, we are well aware of this issue and are confident that we will find a way to work with the city and county in the same cooperative spirit that we have to solve other fiscal challenges over the past two years.

We're concerned that S&P (Standard & Poor's, a bond rating agency) might be watching this situation. And we're concerned for all the businesses that depend on the port in the region if the river is not dredged. A lot of sectors are watching this very closely.

To say these projects are being cut for new projects is a misrepresentation of the process. The governor has zeroed out these pet projects and they become part of the budget negotiations. It's nothing new. The governor didn't cut them as a comment on the project. It's just the process.
