There will be strong rights...to go after counterfeiting of goods. Implementation is going to be a real challenge. It's a big country with a lot of strong local governments that don't necessarily apply the rules. A lot of effort is going to be needed in China and monitoring by the U.S. to make sure implementation takes place.

What one would want to see is a rising standard of living in China, ... so their people could afford to buy more of the world's goods, including our own. Their further integration into the world trade system is going to help that process.

Without pressure from us, the expansion of the service area and services offered wouldn't have happened, ... Without the possibility of competition, I don't think they would have done anything.

It's not a pocketbook issue for the American consumer. We're already applying pretty low tariffs to China.
